About the Rural CTE Cooperative

The SW WA Rural CTE Cooperative is a transformative initiative designed to ensure that students in rural communities have access to high-quality Career and Technical Education (CTE) programs. By bridging gaps in funding, staffing, and course availability, we provide students with industry-aligned skills, dual-credit opportunities, and career pathways that prepare them for future success.

Since launching in 2023, the Cooperative has expanded its offerings from a single Computer Science and Careers in Education course to six 1.0-credit courses selected specifically for alignment to labor market forecasts and for the feasibility of teaching content virtually. We are poised to launch the 2025-26 school year with Cascadia Technical Academy as our Enrollment and Reporting Partner with 6 CTE graduation pathways.

The SW WA Rural CTE Cooperative is generously supported with funding through the Les and Sheri Biller Family Foundation.

Additional partners include: Computing for All, Washington Association for Community Health, and Area Agency on Aging & Disabilities of SW WA.

Unique & Essential

We ensure rural schools have access to high-quality CTE programs, even when resources are limited. Our courses are led by highly qualified, Washington-certified teachers—many with extensive industry experience in their fields.

Industry-Aligned & Dual Credit Eligible

Developed with employer guidance, our courses align with workforce standards and provide dual credit for high school and college. ESD 112 supports counselors and students in navigating dual credit transcription with partner colleges and universities.

Community-Driven & Responsive

We tailor our course offerings to meet the needs of students, school districts, and local employers. We ensure that courses lead to either an industry-recognized credential or dual credit (though some have both), accelerating students’ postsecondary transition to college or careers.

Career Exploration Before Graduation

Our programs help students explore their interests and career paths before graduation. Each career pathway includes a postsecondary next step for further education and often leads to an Industry-Recognized Credential—opening doors to the workforce, higher education, or both.

Courses & Schedules

Rural CTE Courses

Our courses go beyond basic online learning with interactive, real-time instruction from highly qualified teachers with industry experience. Students engage in career exploration, gain hands-on experience, and have the opportunity to participate in a Career Technical Student Organization (CTSO), enriching their learning experience.

Information Technology Courses

Grades: 9-12
Length/Credit: 1 year / 1.0 credit
Prerequisite: None
Credit Type: CTE / Elective / Computer Science

This course develops expertise in using essential computer software applications for data input, organization, storage, retrieval, and transformation. Students will gain hands-on experience with word processing, spreadsheets, database design, presentation software, and more. The course may provide the opportunity to earn an industry-recognized certification, such as the Microsoft Office Specialist (MOS) certification, validating students’ technical skills for college and career readiness.

Dual Credit Opportunity: AP Exam

This introductory computer science course requires no prior experience and explores the foundational concepts of computing and its impact on society. Topics include programming, algorithms, big data, digital privacy, security, and the Internet. Students will develop problem-solving and critical-thinking skills while preparing for the AP Computer Science Principles Exam. This course aligns with the CTE Business & Marketing and Information Technology Pathway, and students are encouraged to participate in Future Business Leaders of America (FBLA) or SkillsUSA.

Dual Credit Alignment: Clark College

This course prepares students for careers in technical support and IT troubleshooting. Students will learn to analyze problems, research solutions, install and configure software, operate computer systems, and monitor performance. Instruction covers customer service, hardware and software installation, system operations, and troubleshooting techniques. Graduates will be well-prepared for entry-level IT roles and further computer science or information technology studies.

This course provides students with the knowledge, skills, and practices required for careers in early childhood education. Students will learn how to plan, design, and manage childcare programs that support children’s developmental needs and provide safe, engaging learning environments.

Dual Credit Alignment: Clark College

This course explores teaching and education careers, covering learning theory, instructional methods, educational psychology, and classroom management. Students will gain hands-on experience and foundational skills to prepare for careers in education and human services. The curriculum aligns with Family and Consumer Sciences National Standards and provides a strong foundation for early childhood education, teaching, and community service professions.

Healthcare Courses

Grades: 11-12
Length/Credit: 1 year / 1.0 credit
Prerequisite: 16 years old, Biology & Health
Credit Type: CTE / Elective
Dual Credit Alignment: Clark College

This pre-apprenticeship program prepares students for entry into a Registered Medical Assistant Apprenticeship. Students will learn about the Medical Assistant’s scope of work, professionalism, and healthcare protocols. The course includes up to 400 hours of hands-on training, where students can shadow healthcare professionals in local medical facilities. Successful completion provides priority entry into InReach’s MA Apprenticeship Program.

Length/Credit: 1 semester / 0.5 credit
Prerequisite: Biology & Health
Credit Type: CTE / Elective

This course prepares students for entry-level careers as Home Care Aides (HCA), providing essential skills to assist clients with daily living activities in-home care agencies, assisted living facilities, and adult family homes. Students will be trained in client-centered caregiving, safety procedures, mobility assistance, and patient rights, following the Washington State DSHS Home Care Aide training curriculum. Graduates will meet the National Health Science Standards requirements and may qualify for state certification.

A hands-on learning experience in Health Sciences is available to students who have completed or are currently enrolled in a CTE health-related course. This cooperative worksite program connects students with real-world healthcare environments, allowing them to apply classroom learning in clinical settings. Work-based learning experiences must align with a student’s High School & Beyond Plan and meet WAC 392-410-315 credit requirements.

Finance Courses

Grades: 10-12
Length/Credit: 1 year / 1.0 credit
Prerequisite: Algebra 1
Credit Type: CTE / Math / Elective

This course applies mathematics and statistical analysis to real-world financial concepts. Students will explore probability theory, financial modeling, economic trends, financial literacy, and market analysis. The curriculum emphasizes practical problem-solving skills relevant to personal finance, investment strategies, and economic decision-making.

We have worked with our partner districts to coordinate bell schedules that will work best for the entire cooperative. Classes occur during normal school hours, integrated into a student’s normal learning schedule.

How to Register

How to Register

We are currently pre-registering students for the 2025-2026 school year. Follow these steps to enroll in a Rural CTE Cooperative course:

Step 1: Complete the Pre-Enrollment Form

Students or counselors start the process by filling out the Pre-Enrollment Google Form. Student/Counselor must be signed in with a school email to complete this form. Simply select the desired course(s) and provide the required information.

Step 2: School Notification & Approval

We will coordinate with the student’s school to ensure they meet the course enrollment requirements.

Step 3: Cascadia Technical Academy enrollment

We will guide the student/family through the Cascadia Technical Academy enrollment process and work with their school to finalize the student’s registration.

During the regular school day, classes will take place virtually via Zoom. Teachers operate from a remote location, delivering live instruction that demands collaboration and interaction, just like any other course.

Although students remain enrolled in their home districts, parents/guardians must complete a Student Choice Transfer for the class. For questions about how joining the Cooperative may impact finances, contact Vickei Hrdina at ESD 112.

Students attending remotely must follow Cascadia Tech’s class schedule. For example, if the student’s remote Cascadia Tech class runs from 2:25 to 3:15, but their high school’s class period is 2:15 to 3:05, the student must attend the remote/virtual class from 2:25 to 3:15 while at their high school.

Students are expected to actively participate in class, complete assignments, and meet with teachers while following Cascadia Tech’s academic and attendance policies. Attendance and grades will be recorded and reported by Cascadia Tech.

All classwork and homework will be submitted via the Learning Management System provided by Cascadia Tech. Once registered, students will receive an email from the host teacher, providing access to class materials.

We strongly recommend that students have a quiet, dedicated space away from other learners and classes to fully participate. Having a paraeducator or staff member available can help support engagement and troubleshoot tech issues. If cost is a barrier, please contact Cooperative leadership.

Every CTE course must provide students with the opportunity to join a Career & Technical Student Organization (CTSO) such as SkillsUSA, HOSA, FBLA, or WAFFA. These student-led, after-school clubs help students develop leadership and 21st-century skills while exploring career-aligned interests.
